This free app can aggregate all MIDI hardware and software ports on your system and allows arbitrary routing between any of the MIDI ports over ethernet, thus even across your entire LAN. What may improve your MIDI timing is using CopperLan. I'm not using a lot of MIDI outboard but my audio interface offers 128 audio ins/outs so I'm using plenty of those thanks to ReaInsert and, hence,I'm quite familiar with dealing with i/o latency. I also like to use the odd VST instrument and effect. The HX Effects unit is connected to my PC via USB and that therefore appears in the list of MIDI devices and I again clock the tempo. I connect the MPX500 via MIDI to the other OCTA-CAPTURE MIDI output in order to clock the tempo. I have two outboard effects units, MPX500 and HX Effects. I then use the BSP to send clock/sequences to my modular system. I have a Beatstep Pro, which I use in slave mode, and link it to REAPER via one of my OCTA-CAPTURE MIDI outputs (I guessed that by using the audio interface MIDI connection it would give me a better chance latency wise. I use a MOTO micro lite to send MIDI to/from these devices. I have four synths that I can drive via MIDI (OB-12, Nova, DM5 and a Minibrute).
